Taiwan’s Ministry of Economic Affairs (MOEA) has introduced a new regular review system aimed at accelerating approvals for offshore wind projects, reducing administrative delays and supporting faster development timelines.
The reform combines the efforts of the Energy Administration and the Industrial Development Bureau, which will now conduct joint reviews, allow rolling submissions, hold bi-weekly meetings, and implement a pre-screening process, the ministry said in a statement.
“The goal is to shorten project timelines and lower default risks across Taiwan’s offshore wind programme,” the MOEA said.
Key changes include merging the two-stage industrial relevance review into a unified mechanism with rolling evaluations every two weeks. Initial document checks will now be completed in under five days, down from 6 to 11, while document supplementation timelines have been reduced from as long as 60 days to just 5–7 days, aided by guidance from the Industrial Development Bureau.
In addition, the time required to schedule meetings and issue review records has been cut to 14 days, down from a previous maximum of 28. Overall, the total review period has been shortened to 24–26 days, representing a reduction of 27 to 73 days.
The Industrial Development Bureau will also publish updated approval flowcharts and document requirements to improve clarity for developers and supply chain participants.
For power-related permits such as establishment, construction, and licensing, the Energy Administration will maintain monthly reviews, supported by a pre-screening model.
“We are committed to enhancing transparency, setting clear standards and reducing delays for developers who submit complete applications on time,” said Deputy Director Wu Chih-Wei of the Energy Administration.
