Work is set to begin on the multi-million-pound Scapa Deep Water Quay project in Holm on the Orkney Islands, a site earmarked as a key hub for offshore wind operations. Jones Bros Civil Engineering UK has partnered with Acciona in a joint venture to develop the site, following the award of a Pre-Construction Services Agreement (PCSA), valued at an estimated £7.2 million.
The PCSA covers a range of activities, including outline design, ground and marine investigations, and site surveys. The first phase of the project aims to establish the budget for future works, which could total around £200 million, pending approval.
As part of the agreement, Jones Bros will oversee the construction of an access road from the A961 to the port, along with a 20-hectare esplanade. The company will also carry out cut and fill operations, pavement construction, causeway development, and the placement of rock armour protection. The work is expected to involve a team of up to 75 workers, including apprentices and trainees, and will incorporate an on-site processing plant to reduce vehicle movement and enhance sustainability through the repurposing of materials.

Scapa Deep Water Quay, one of the largest natural deep-water harbours in northern Europe, is expected to accommodate large vessels and serve as a construction and assembly centre for both fixed and floating wind turbines, as well as associated foundations. The project is backed by a £5 million contribution from the Scottish Government and Highlands and Islands Enterprise.

The key outputs of this work will be detailed planning, cost control, and risk management, ensuring that the project is both viable and cost-effective.”
The Scapa Deep Water Quay project adds to Jones Bros’ growing portfolio in Scotland, including work on the North Kyle and Windy Standard III wind farms. Recently completed projects by the company include Kennoxhead, Benbrack, and Sandy Knowe wind farms.
