Danish Energy Agency Releases Revised Draft for 6GW Offshore Wind Tender

The has unveiled a revised draft of the procurement material for the upcoming 6-gigawatt (GW) tender of wind, with an option for overplanting, as part of an additional market dialogue. The procurement process is slated to open in the spring of 2024 and is in line with the political supplementary agreement adopted on May 30, 2023, outlining the framework for developing a minimum of 6GW of offshore wind by the end of 2030.

This latest draft follows a market dialogue initiated on June 30, 2023, resulting in substantial revisions to the material. The Danish Energy Agency aims to engage with the market before the final publication of the tenders, offering potential tenderers and relevant operators the opportunity to provide input and proposals for the preliminary procurement material.

The changes are consistent with the political agreement of May 30, 2023, including agreements on the timetables for establishing the offshore wind parks, expected to conclude no later than 2030. The market dialogue will take place in written format, allowing stakeholders to contribute directly to the preliminary procurement material.

Draft procurement documents are available on EU-Supply and can be accessed here. The Danish Energy Agency anticipates a potential delay in the publication of notices in Tenders Electronic Daily, with links to the draft procurement material potentially unavailable for up to 48 hours after publication.

The agency welcomes written comments until February 8, 2024, with all communication through EU-Supply. While the draft tender material for Energy Island Bornholm is not part of this market dialogue, it is expected that many proposed changes in the 6GW material will also apply to Energy Island Bornholm.

Final procurement materials are scheduled for publication in spring 2024. The deadline for submitting tenders for wind farms 1 is expected in December 2024, while tenders for Hesselo, Kattegat, and Kriegers Flak 2 are anticipated in February 2025.

The procurement process for technical equipment for Energy Island Bornholm has been initiated by and . The Danish Energy Agency will oversee the tendering of a minimum capacity of 3GW of offshore wind at Energy Island Bornholm, with the procurement announcement expected later in the spring.
