Germany’s Federal Network Agency (BNetzA) has awarded contracts for 3,447 megawatts (MW) of onshore wind capacity in its second tender round of 2025, reflecting continued strong interest in the sector, the agency said on Wednesday.
The tender was oversubscribed by 44%, with 568 bids submitted totalling 4,972 MW. Bid prices ranged from 6.47 to 6.94 euro cents per kilowatt-hour (kWh), with an average volume-weighted award price of 6.83 cents, lower than the first tender round this year and well below the maximum price cap of 7.35 cents.
“The tender for onshore wind turbines continues to be characterized by high participation. This is accompanied by further declining award values,” said Klaus Müller, president of BNetzA.
The auction marks the fourth consecutive oversubscribed onshore wind tender in Germany this year. According to the German Wind Energy Association (BWE), total awarded capacity in 2025 now stands at around 7,540 MW.
“This means that after just six months, 2025 has almost equalled the previous year’s record of 10,996 MW of awards,” said Bärbel Heidebroek, president of BWE. “If this trend continues, awards of around 14,400 MW are possible by the end of the year.”
Heidebroek added that the strong participation reflects the positive impact of eased wind energy regulations and clear area targets set by the government.
“Wind energy is on track. With an average implementation period of approximately two years from the award date, a significant jump in new capacity is expected starting in 2026. The grids must now be prepared for this,” she said.
BNetzA also launched the third onshore wind tender for 2025 on Wednesday, aiming to award contracts for 3,440 MW. The bidding deadline is August 1.
