Oxan Energy has secured the right to develop an offshore wind farm in Estonian waters following a re-run auction for the Saare 1 area. The Consumer Protection and Technical Regulatory Authority (CPTRA) announced the French developer as the winner of the auction, held between January 21 and 23, 2025.
Oxan submitted a bid of €1.32 million per megawatt (MW), which was also the starting price for the auction. The development will take place in the Saare 1 sea area, located approximately 60 km to the west of the island of Saaremaa. The area covers 88 square kilometers.
The CPTRA, which is responsible for processing applications, granting licenses, and issuing permits for offshore wind farms, has previously conducted 11 offshore wind farm auctions and initiated environmental impact assessments for several projects.
Oxan's proposal outlines the installation of up to 60 wind turbines, with a total capacity of up to 900 MW. The auction for the 1GW Saare 1 offshore wind license area was re-run after an initial attempt in 2024 failed to attract any bids.
Oxan is now able to proceed with the development of the offshore wind farm, marking a significant step forward in Estonia's renewable energy ambitions.
