Connecticut Skips Offshore Wind Procurement in Latest Renewable Energy Round

has opted against acquiring new wind capacity in its most recent renewable energy procurement, prioritizing solar and energy storage projects instead. The state's Department of Energy and Environmental Protection (DEEP) announced it will procure 518 megawatts (MW) of solar power and 200 MW of energy storage capacity through its competitive bidding process.

The decision marks the second time since September that Connecticut has declined to invest in offshore wind, even as neighboring states and committed to 2,878 MW of offshore wind capacity in a joint solicitation.

“We took a pass on this round,” Governor Ned Lamont said during a press conference, referencing the multistate offshore wind initiative.

Despite its current stance, Connecticut reiterated its long-term commitment to offshore wind. In a statement, DEEP highlighted the role offshore wind plays in reducing emissions, bolstering grid reliability, and driving economic growth. “While DEEP did not select an offshore wind project in the multi-state RFP, we applaud the offshore wind selections made by Massachusetts and Rhode Island earlier this year,” the department said.

DEEP emphasized its intention to collaborate with state and regional partners to make offshore wind and other renewable resources more affordable and accessible. The department also signaled its participation in a planned regional transmission procurement in 2025, aimed at enhancing grid reliability and affordability.

Connecticut's decision comes amid heightened competition in the offshore wind sector. While DEEP continues to evaluate project bids, the state has yet to schedule a new procurement round for offshore wind capacity.
