Nine US east coast states and four federal government agencies have recently formalized an agreement to enhance regional collaboration for the development of offshore wind supply chains. This Memorandum of Understanding (MoU) signifies a critical step towards advancing economic growth, environmental equity, and clean energy objectives across the eastern seaboard.
The participating states, including Connecticut, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, and Rhode Island, have committed to crafting sub-regional implementation plans. These plans will harness the collective strengths of each state, address high-priority gaps, and promote economic development while ensuring environmental justice.

Meanwhile, the federal agencies involved, namely the Departments of Energy, the Interior, Commerce, and Transportation, will play a pivotal role by offering technical support to the states. They will also collaborate in developing a unified procurement and leasing timeline tailored to the east coast region, facilitating greater alignment of offshore wind projects.
One of the primary objectives of this MoU is to stimulate investments across multiple states to meet offshore wind energy goals. This will build upon existing supply chain initiatives and improve coordination, including future solicitations. Specifically, the MoU outlines a pathway for states to incentivize the development of US offshore wind vessels and domestic steel production. These incentives are expected to catalyse expansion in these industries, generating job opportunities across various regions.
The collaborative effort between states and federal agencies will not only focus on the supply chain needs for fixed-bottom offshore wind projects but also extend to floating offshore wind initiatives. This holistic approach encompasses considerations such as port infrastructure development and the advancement of best practices for quality jobs and community benefits.

Although this agreement primarily centres around coordination among east coast states, which currently lead the nation in offshore wind projects, the anticipated benefits are poised to have a national impact. Founder and Chief Executive of the Business Network for Offshore Wind, Liz Burdock, emphasised the significance of state collaboration, asserting that it holds the key to unleashing the full potential of a domestic supply chain.
She commended the Biden-Harris Administration and the east coast states for their shared commitment to this goal, highlighting the importance of fostering collaboration. Ms. Burdock stressed that regional partnerships will spur investments in new manufacturing facilities and fortify existing projects, resulting in job growth and a robust domestic supply chain. This, in turn, is vital for advancing the offshore wind industry and meeting the nation's clean energy aspirations.
