EU energy ministers reached a broad agreement on the REPowerEU roadmap on Tuesday, setting the stage for a complete phase-out of Russian gas imports across the bloc by 2028, officials said.
The ministers also expressed strong support for the European Commission’s forthcoming Electrification Action Plan, which aims to boost energy independence and encourage investment in clean energy technologies, during the Energy Council meeting held in Luxembourg.
The session included a presentation of the Commission’s 2026 work programme, which reaffirmed key priorities such as reviewing the EU’s energy security framework and ending fossil fuel subsidies.
SolarPower Europe Deputy Chief Executive Dries Acke described the meeting as a “breakthrough moment” for the bloc’s energy transition.
“We applaud the Energy Council’s decisive step to completely phase out Russian gas imports and accelerate the transition towards homegrown renewables,” Acke said. “This is not only vital for Europe’s energy security and independence but also a powerful move to stop Russia’s war machine.”
He added, “The REPowerEU roadmap and Electrification Action Plan together mark an important step for Europe’s energy security. We all know structural resilience will not come from diversifying fossil fuel supply, but from replacing them with a flexible, renewables-based and electrified energy system.”
The agreement is part of the EU’s broader strategy to reduce reliance on fossil fuels and accelerate its shift towards renewable energy sources amid ongoing geopolitical tensions.
