Pacifico Energy Korea has obtained an Electricity Business License (EBL) from South Korea’s Ministry of Trade, Industry and Energy for its 420 MW Myeong Ryang offshore wind farm off Jindo County, the company said on Tuesday.
The license confirms site boundaries and capacity, enabling Pacifico to proceed with essential permitting steps for the project, which forms the first phase of the company’s 3.2 gigawatt (GW) Jindo offshore wind cluster. The cluster also includes the 990 MW Manho and 1.8 GW Jindo Baram projects.
Pacifico described the three projects as “the largest offshore wind cluster in a single area being pursued by one developer in the Asia-Pacific region.”
Since 2022, the company has engaged regularly with local residents and fishermen and established a regional consultative group in collaboration with the community. It has also signed investment declarations with the government and cooperation agreements with South Jeolla Province, Jindo County, and Yeongam County aimed at strengthening the regional offshore wind supply chain.
Geotechnical surveys are scheduled to commence in the fourth quarter of 2025, followed by environmental and maritime assessments. Construction is expected to begin in 2030, with commercial operations targeted for late 2033.
Seung-Ho Choe, representative director of Pacifico Energy Korea, said: “This EBL marks a major step forward for Pacifico Energy Korea in developing the 3.2 GW Jindo offshore wind project cluster – one of the largest offshore wind project clusters of its kind in the Asia-Pacific region. We will continue to work closely with South Jeolla Province, Jindo County, and the local community to ensure the successful development of the Myeong Ryang Offshore Wind Project.”
He added: “With the global rise of AI, data centres, and the RE100 initiative, ‘clean energy’ has become a cornerstone to national competitiveness. Pacifico Energy, having focused on delivering renewable energy on a transformative scale, remains committed to contributing to Korea’s clean, renewable energy goals.”
Pacifico said the cluster is expected to support regional economic revitalisation, job creation, and the growth of RE100 industrial complexes and supply chains in South Jeolla Province.
