New York Governor Kathy Hochul has announced a new solicitation for large-scale land-based renewable energy projects and directed state agencies to fast-track shovel-ready developments to help meet growing electricity demand and advance the state’s climate goals.
The 2025 Tier 1 Request for Proposals (RFP), issued by the New York State Energy Research and Development Authority (NYSERDA), aims to procure new wind, solar, and other renewable energy sources. Applications for eligibility are due by Oct. 21, with final bids to be submitted by Dec. 4. Conditional awards are expected in February 2026.
“By directing our state agencies to move projects across the finish line, we are seizing every opportunity to leverage federal incentives, reduce costs for ratepayers, and build a more resilient, sustainable and reliable energy grid,” Hochul said in a statement.
The state said the initiative will prioritise late-stage projects that can take advantage of existing federal tax credits before they expire, helping to reduce development costs and accelerate deployment timelines.
According to NYSERDA, the solicitation is expected to drive more than $5 billion in clean energy investment and support over 2,500 jobs across the state. It also forms part of a broader government-wide strategy to streamline permitting, interconnection, financing and contracting processes.
“This solicitation will serve as another building block to help ensure a continuous pipeline of viable large-scale projects as part of New York’s versatile clean energy future,” said NYSERDA President and CEO Doreen Harris.
New York currently has a pipeline of 102 operating and planned large-scale renewable energy projects, representing a total capacity of 9.7 gigawatts (GW), which is enough to power over 3 million homes. The state said continued progress is essential to ensure grid reliability, support economic growth, and meet its long-term emissions reduction targets.
