The European Commission has presented a new support package to Ukraine aimed at strengthening the country's energy system and ensuring its full integration into the European energy market by early 2027, alongside Moldova.
The package includes significant investments in renewable energy, potentially adding up to 1.5 gigawatts (GW) of generation capacity, which represents a 25% increase in Ukraine's total renewable energy production. The measures are designed to improve energy security in the country, which has been heavily impacted by ongoing Russian attacks targeting civilian energy infrastructure.
European Commission President Ursula von der Leyen emphasized the importance of the package in restoring Ukraine's energy resilience. “For three years, Russia has sought to plunge Ukraine into darkness by relentlessly targeting the energy infrastructure. This needs to stop for good,” von der Leyen said. “With the package we offer today, Europe will ensure Ukraine has a resilient, secure and competitive energy system.”
Support will be channeled through the Ukraine Facility and will also include further integration into the EU gas sector, contingent on Ukraine accelerating necessary market reforms. The Commission's funding will aid in gas purchases and support investments in wind and solar projects, including initiatives such as the “Ray of Hope” project, which provides solar panels to power hospitals across Ukraine.
The integration of Ukraine's electricity market with the EU is expected to be completed by spring 2027, with Moldova joining the process. To make this possible, Ukraine must expedite the implementation of reforms related to legal, regulatory, and public service obligations as outlined in the Ukraine Plan and the Energy Community.
The new package builds on over €2 billion of EU support provided over the past three years, focusing on increasing the resilience of Ukraine's energy infrastructure and ensuring that citizens have access to reliable energy.
