Plans to establish a major renewables hub in Orkney have received a significant boost with a £5 million grant aimed at advancing the development of a new harbour facility for offshore wind turbine assembly. The funding, provided by Highlands and Islands Enterprise (HIE), will support the creation of the Scapa Deep Water Quay project at Scapa Flow, the largest natural harbour in the northern hemisphere.

The Orkney Islands Council hopes the project will attract private investment, foster the expansion of wind farms off the Scottish and European coasts, and enhance the local economy. The grant is part of a wider £500 million strategic investment by the Scottish Government to develop the offshore wind supply chain over the next five years.

First Minister John Swinney, who announced the funding while in Orkney, highlighted the importance of the project for Scotland’s renewable energy ambitions: “Accelerating Scotland’s offshore wind capabilities is crucial as we prioritise maximising Scotland’s vast potential in renewable energy,” Swinney said. He added that investments like this one will also ensure a “just transition” for Scotland’s skilled workforce, helping to maintain their role in the country’s energy sector.

Orkney Islands Council Leader Councillor Heather Woodbridge emphasized the strategic significance of the funding for the local economy. “This funding award from HIE demonstrates the Scottish Government’s understanding of the importance of the energy sector, not only here in Orkney but to Scotland as a whole,” Woodbridge said. She noted that developing facilities at Scapa Flow could have significant economic benefits for the area, especially as the region looks to counterbalance any potential downturn in the oil industry.

The Scapa Deep Water Quay project is seen as a key step toward strengthening Orkney’s marine capabilities and increasing its capacity to support future industrial and commercial activities related to the growing offshore wind sector.
