New York Launches Fifth Offshore Wind Solicitation to Boost Renewable Energy Goals

The State Energy Authority (NYSERDA) has initiated its fifth wind solicitation to further its objective of sourcing 70% of its electricity from renewable sources by 2030.

With this competitive , NYSERDA aims to procure Offshore Wind Renewable Energy Credits (ORECs). The agency is accepting submissions for the Request for Proposals (RfP) until September 9, 2024.

“We're growing New York's green economy, building clean energy, and expanding economic opportunities for all New Yorkers,” said Governor Kathy Hochul.

The solicitation incorporates various provisions including inflation indexing, labor provisions, and stakeholder engagement requirements. NYSERDA will conduct a webinar on July 22 to provide detailed information about the competition and a forthcoming coordinated supply chain solicitation.

Results from this fifth solicitation will be announced after finalizing and executing contracts with awardees, anticipated in the first quarter of 2025.

Earlier this year, New York completed its fourth offshore wind solicitation, selecting Equinor's 810-MW 1 and Ørsted A/S's 924-MW Sunrise Wind as provisional winners. The third solicitation concluded without final awards due to “technical and commercial complexities” between the winners and their partners, despite three projects securing a combined capacity of 4,032 MW previously.
