Governor Kathy Hochul of New York unveiled plans to launch the state's fifth offshore wind energy solicitation (NY5) this summer. This move underscores New York's steadfast commitment to realizing the ambitious targets outlined in the Climate Leadership and Community Protection Act, aiming to cultivate 9 gigawatts of offshore wind power by 2035, as affirmed by the New York State Energy Research and Development Authority (NYSERDA).
Following the cancellation of the 4-gigawatt Round 3 solicitation due to unforeseen project setbacks, NYSERDA is charting a new course by soliciting industry insights through a Request for Information (RFI). This endeavor seeks to glean valuable input for shaping the forthcoming NY5 project.
NYSERDA's proactive approach extends further with the issuance of an additional RFI, inviting stakeholders to contribute their perspectives on the structure of the impending Offshore Wind Renewable Energy Certificates (ORECs) solicitation, alongside a coordinated US$300 million Major Component Supply Chain Request for Proposals (RFP). This synchronized effort aims to foster a conducive environment for offshore wind proposers, facilitating discussions on integrating localized supply chain components into their proposals.
Governor Hochul emphasized the importance of strategic investments in the offshore wind supply chain. To this end, a US$200 million Supportive Manufacturing and Logistics Request for Proposals has been initiated, fostering infrastructure development and manufacturing enhancements to fortify New York's domestic offshore wind sector.
In a strategic adjustment, Governor Hochul announced the postponement of the Offshore Wind Renewable Energy Certificate solicitation, originally slated for late 2024. This decision aligns the release with the 2025 launch timeframe, synchronized with the New York City Public Policy Transmission Needs (PPTN) process.
Stakeholders are invited to contribute their insights, with responses to the RFIs due by May 21, 2024. As New York steers towards a greener future, these initiatives mark decisive steps in harnessing the vast potential of offshore wind energy to power sustainable growth and mitigate climate change.
