The New York Independent System Operator (NYISO) has recently announced its selection of a transmission project to fulfill the Long Island Offshore Wind Export Public Policy Transmission Need (Long Island Need). The chosen development, known as Propel Alternate Solution 5, is expected to benefit energy consumers by providing the necessary transmission capability to deliver a minimum of 3000MW of power from offshore wind sites.
Propel Alternate Solution 5 will involve the installation of three new underground cables, establishing connections between Long Island and the rest of the state. In addition, a 345 kV transmission backbone will be constructed across western and central areas of Long Island. These infrastructure enhancements will significantly contribute to the state's objective of generating 9000MW of offshore wind energy by 2035.

The project will be jointly developed by the New York Power Authority and New York Transco, operating under the collaborative entity known as Propel NY. This partnership aims to drive the state closer to its ambitious climate mandates and ensure a sustainable future.

He conveyed gratitude to the developers who submitted project proposals, the stakeholders who actively participated in the process, and the NYISO staff for their expertise and dedication.
The Long Island Need was initially identified by the New York State Public Service Commission (PSC) through an order issued in March 2021. This declaration marked the beginning of a comprehensive, multi-year collaborative effort involving NYISO's team of experts, the New York State Department of Public Service, developers, and stakeholders. The aim was to address the transmission requirements in and around Long Island, driven by the Climate Leadership and Community Protection Act.

The chosen transmission project will enhance access to a diverse range of efficient resources for residents of New York. It will also provide effective flexibility in operating conditions, ensuring reliable and sustainable energy supply.
The NYISO emphasized that Propel Alternate Solution 5 presents relatively low procurement, permitting, and construction risks compared to the other 15 viable proposals assessed by the organization. This factor played a significant role in the selection process.
The project is slated to be operational by May 2030 and is estimated to require a capital investment of approximately $3.26 billion.

Moving forward, Propel NY will be responsible for submitting the project to the relevant governmental agencies and authorities to obtain the necessary approvals and permits for siting, construction, and operation. This process will include complying with the New York State Public Service Commission's procedures for siting major utility transmission facilities, as outlined in Article VII of the Public Service Law.
