Spain has opened a public consultation on its first offshore wind auction, seeking feedback on potential development zones, project scale and the competitive structure of the tender as it moves to kick-start its offshore wind sector.
The government said the process will gather views on which maritime area should be offered, whether the auction should feature a single large site or several smaller locations, and what overall capacity should be targeted.
Madrid is also asking stakeholders to weigh in on which non-price criteria should carry the greatest importance in the auction framework and on deadlines for bringing projects into operation.
Spain has set a target of deploying up to 3 gigawatts of offshore wind capacity by the end of the decade as part of its broader energy transition strategy.
The consultation is open until Tuesday, Feb. 24.
The move marks Spain’s first formal step toward launching an offshore wind tender, as the country joins other European states accelerating development of marine renewables to strengthen energy security and meet climate goals.
