Ming Yang Smart Energy has signed a memorandum of understanding (MoU) with Buhawind Energy Northern Luzon Corp to jointly study the feasibility of a 2-gigawatt (GW) offshore wind project planned off the coast of Ilocos Norte in Northern Luzon, the companies said on Monday.
The collaboration will focus on evaluating the suitability of Ming Yang’s offshore wind turbine technologies under local marine and weather conditions, as well as conducting energy yield and cost analyses. The study will also explore technical and logistical solutions tailored to the region’s infrastructure and supply chain capabilities.
Buhawind Energy Northern Luzon, a subsidiary of PetroGreen Energy Corp and part of the Yuchengco Group of Companies, holds the Department of Energy’s service contract for the project. Japan’s Kyuden International Corp is a minority partner in the venture.
The companies said they will cooperate on developing floating wind solutions, as well as on engineering design and life-cycle operations and maintenance services to advance Northern Luzon’s offshore wind development plans.
Ming Yang Smart Energy said the agreement represents a step toward strengthening its role in Asia’s growing offshore wind market while contributing to the Philippines’ renewable energy transition.
“The partnership will allow both parties to leverage their expertise in offshore wind technology and local project development, ensuring that feasibility solutions are adapted to the unique conditions of Northern Luzon,” Ming Yang said in a statement.
The Philippines has identified Northern Luzon as a key area for large-scale offshore wind development, with the Department of Energy targeting up to 21GW of capacity by 2040 as part of its national renewable energy roadmap.
