Brazil’s Ministry of Mines and Energy (MME) has reopened a public consultation on its proposed methodology for selecting offshore wind development areas, aiming to refine the technical criteria used to allocate maritime zones for energy projects.
Published under Ordinance No. 856 in the country’s Official Gazette, the consultation allows stakeholders to submit contributions through the MME and Participa+ Brasil digital platforms until 1 September 2025.
The framework was developed by the Energy Research Company (EPE) at the ministry’s request and is designed to align offshore wind site allocation with Brazil’s recently introduced marine spatial planning guidelines. It incorporates environmental, social, technical, and economic considerations to guide long-term development.
According to the MME, the proposal builds on input from industry stakeholders during workshops held in May and is intended to enhance legal clarity and predictability for investors, while addressing coexistence with fishing activities, navigation, and marine biodiversity.
“The consultation represents an opportunity to collectively and strategically define the sustainable use of our marine space,” said Minister of Mines and Energy Alexandre Silveira.
