Malta has received three submissions for its planned 300-megawatt offshore wind farm, marking the start of the country’s first concession process for a floating offshore renewable energy project.
The proposals were submitted in response to a Preliminary Qualification Questionnaire (PQQ) launched in December 2024. The submissions will now be assessed for compliance, technical expertise, and financial strength, according to officials overseeing the process.
“This is an important step forward for the project and a clear signal that the process has truly kicked off,” said Malta’s Energy Minister Miriam Dalli.
The wind farm, to be located in Malta’s Exclusive Economic Zone beyond its territorial waters, will be developed under a Competitive Dialogue Process. The project scope includes the design, construction, operation, and eventual decommissioning of the floating wind farm. An offshore substation and export cable system, which will remain under government ownership, will support the energy transfer.
The three consortia to submit proposals are:

Code Zero Consortium, led by SEP (Malta) Holding Ltd

Atlas Med Wind, led by Italy’s GreenIT SpA

MCKEDRIK Sole Member Ltd, a sole Greek applicant
Each consortium submitted comprehensive documentation outlining their proposed qualifications and project plans. Pricing proposals will be requested at a later stage of the process.
“This project represents an important milestone for Malta’s renewable energy sector, as it introduces diversification to the country’s renewable energy portfolio,” said Inġ. Ismail D’Amato, CEO of Interconnect Malta, the state-owned company managing the process.
The next phase of the concession process is expected to begin in early 2026, following the evaluation of candidates for the competitive dialogue stage.
