German energy company RWE has appointed Dr. Tobias Keitel as Chief Technology Officer (CTO) of its offshore wind division, effective from September 15, 2025. The newly created position will enhance the company’s leadership structure as it expands its offshore wind portfolio.
Keitel will join the management board of RWE Offshore Wind GmbH, where he will be responsible for engineering, procurement and construction (EPC), as well as health, safety and environment (HSE) matters.
“With Tobias Keitel, our company has gained a highly experienced manager who will join the board of our offshore wind division as CTO Offshore Wind,” said RWE CEO Markus Krebber. “Offshore wind is a key part of the energy transition in many countries and an important cornerstone of RWE’s growth strategy.”
Prior to joining RWE, Keitel served as president and CEO of Voith Hydro. He has also held positions at Boston Consulting Group and worked in the energy and plant engineering sectors. He holds a doctorate in engineering and an MBA.
In his new role, Keitel will oversee global offshore wind project delivery, including four projects currently under construction: Sofia (UK), Thor (Denmark), OranjeWind (Netherlands), and Nordseecluster (Germany). These projects are expected to add 4.8 gigawatts (GW) of capacity, of which RWE’s equity share is 3.1GW.
RWE currently operates 6.2GW of offshore wind capacity across five countries, with 19 operational wind farms. Existing Chief Operating Officer Thomas Michel will now focus solely on operations management for RWE’s offshore fleet.
