Q Energy and Velto Renewables have inaugurated Les Ilots Blandin, Europe’s largest floating solar facility, located in Haute-Marne, France.
The 74.3-megawatt-peak (MWp) plant spans 127 hectares of former gravel pits in the municipality of Perthes and comprises more than 135,000 photovoltaic modules. Construction began in September 2023 after five years of planning and was completed this month. The project also includes a 2MW ground-mounted array designed to complement the floating sections and enhance overall performance.
Q Energy, which developed the project and has delivered 274 MW of renewable capacity in the region since 2010, highlighted the importance of local engagement. “Understanding the local dynamics allowed us to design a project that is both technically sound and integrated into the region,” said Corentin Sivy, Q Energy France development director.
Floating solar remains relatively uncommon in northern France and faces cost challenges. The project was supported by a €50 million financing package from Crédit Agricole Transitions & Energies and Bpifrance.
Velto Renewables, backed by Canadian institutional investor La Caisse, acquired a 50% stake earlier this year and will serve as the long-term asset owner. “Our mission is to develop, operate and support projects over the long term, in harmony with local specificities,” said Velto CEO Lucas de Haro.
The floating structures and module installation were provided by Ciel & Terre, while Perpetum handled electrical procurement and construction of the ground array. Solutions30 led the cabling, grid connection, and commissioning efforts.
