A Canadian consortium led by Boralex, Énergir Développement, and Hydro-Québec has secured C$960 million in financing for the 400-megawatt Des Neiges – Secteur sud wind power project in Quebec, currently under construction on the Seigneurie de Beaupré private lands.
The project, developed through the joint venture La Société de projet BVH1, will include 57 wind turbines and is expected to start delivering electricity in the fourth quarter of 2026. Total investment is projected at approximately C$1 billion.
“It’s the strength of this partnership that will enable us to bring the Des Neiges – Secteur sud project to fruition, thereby contributing to the province’s energy independence and sustainable economic growth,” said Hugues Girardin, Executive Vice President and General Manager, North America at Boralex.
The financing package includes a C$733 million construction loan, which will convert to a term loan once power delivery begins, a C$170 million bridge loan to cover reimbursement for the switchyard, and a C$57 million guarantees facility. Desjardins Group is serving as the Administrative Agent.
The development is expected to create about 500 jobs during the construction phase, with an additional 15 permanent positions during operations and maintenance. According to the consortium, over C$80 million will be distributed to host communities over the life of the project, specifically linked to the Secteur sud site.
General contractor Borea Construction began preliminary work in December 2024 and will collaborate with Quebec-based companies and suppliers as full construction progresses in the coming months.
“This vital project for Québec benefits from the outstanding collaboration with our partners Énergir and Hydro-Québec,” Girardin added. “We’ve been fortunate enough to successfully develop and operate wind farms on the Seigneurie de Beaupré for nearly 15 years.”
The Des Neiges – Secteur sud initiative is positioned to support Quebec’s climate targets and contribute to regional economic development in Côte-de-Beaupré.
