Romania’s Ministry of Energy has launched a second round of contracts for difference (CfD) auctions, aiming to support the development of 2,000 megawatts (MW) of onshore wind capacity and 1,472MW of solar photovoltaic capacity, the ministry announced.
The procurement scheme, backed by approximately €3 billion in funding from the EU’s Modernization Fund, is part of Romania’s broader strategy to accelerate the deployment of renewable energy projects.
To participate, bidders must submit both technical and financial offers. Technical submissions must demonstrate that both the applicant and the proposed project meet eligibility criteria, including proposed installed capacity and the expected commissioning date. Financial bids must state the strike price in euros per megawatt-hour (€/MWh) of electricity.
The maximum acceptable strike prices have been capped at €80/MWh for onshore wind and €73/MWh for solar power.
According to the Ministry of Energy, “The total estimated budget of the scheme is the equivalent in lei of €3 billion,” with the administrative costs to be covered by a CfD contribution applied to final electricity consumers.
The CfD scheme will be managed by C.N.T.E.E. Transelectrica S.A., the designated operator for the mechanism. Applications must be submitted in person at the scheme operator’s headquarters, in line with the procedure outlined in the official auction rules.
The deadline for submission is 11 July 2025 at 12:00 PM local time, as specified in the Auction Initiation Calendar.
This tender follows Romania’s initial CfD round and is part of the country’s broader commitment to increase renewable energy capacity in line with EU climate targets and energy transition goals.
