Offshore Substations for Hai Long Wind Project in Taiwan Reach Key Milestone

Consortium partners Semco Maritime and PTSC M&C have successfully completed the load-out and sail-away of the second and final offshore substation for the 1GW Hai Long offshore wind project in Taiwan. The milestone marks significant progress for the project, which is set to contribute to Taiwan's energy transition goals.

The Hai Long offshore wind project, which includes Hai Long 2 and Hai Long 3, is a joint development between Mitsui & Co Ltd, Northland Power Inc, and Gentari. Semco Maritime and PTSC M&C were awarded the engineering, procurement, and construction (EPC) contract for both Hai Long 2 and Hai Long 3 in 2022.

The load-out and sail-away of the offshore substation topsides for Hai Long 2 took place in April 2024, with the second substation for Hai Long 3 completing its journey on March 8, 2025. The consortium partners emphasized that these milestones support the project's goal of advancing the Taiwanese government's energy transition ambitions.

The Hai Long , located in the Taiwan Strait approximately 45-70 kilometers off the Changhua coast, operates in waters with a depth of 35-55 meters. The consortium's efforts have involved detailed design, procurement, and construction of the offshore substations at PTSC M&C's yard in Vung Tau City, Southern Vietnam.

The offshore substation for Hai Long 3 is expected to be installed and prepared for offshore commissioning by the second quarter of 2025.

Semco Maritime's senior vice president for renewables, Frank Holm, expressed satisfaction with the project's progress, stating, “It has been a pleasure to cooperate closely with the parties involved in the Hai Long offshore wind project in recent years, and the strong team performance with our consortium partner and sub-contractors on this exciting project holds great promises for the future.”

PTSC M&C managing director To Ngoc Tu also highlighted the significance of the achievement, saying, “This significant milestone in the Hai Long projects exemplifies the unwavering commitment and expertise of our esteemed consortium with Semco Maritime in delivering premier renewable energy services. We remain resolute in our dedication to fulfilling our commitments to our valued clients and advancing the offshore sector.”

Hai Long project director Tim Kittelhake added, “The overall construction of the Hai Long project continues to progress steadily. We are very pleased to have reached this critical milestone of our Hai Long project through close cooperation with our partners at Semco Maritime and PTSC M&C. We now look forward to completing the next phase of the projects, enabling us to bring clean energy to more than a million households in Taiwan.”
