Arenso to Lead Basic Design for 1.2GW Saare-Liivi Offshore Wind Park Project

Arenso, a Finnish service provider, has been assigned to prepare the Basic Design for the 1,200-megawatt Saare-Liivi Offshore Wind Park, a collaboration with Estonia's Utilitas Wind. The project, which is expected to feature approximately 80 turbines, is set to become one of the major offshore wind developments in the Baltic Sea region.

Arenso's work on the project will include developing a Basic Design package, which will be critical for future design phases, permitting tasks, and the planning of construction and operational activities. The project is scheduled to be completed by the end of July 2025.

“We believe Estonia holds great potential for offshore wind energy,” said Andrus Zavadskis, Member of the Board of Utilitas Wind. “Developing offshore wind power would help lower electricity prices, enhance supply security by reducing reliance on costly and polluting fossil fuels, and significantly contribute to reducing the production deficit across the Baltic region.”

Zavadskis added, “Our collaboration with Arenso will enable us to identify the best technical solutions and advance the project according to the planned timeline.” He also highlighted the importance of Arenso's experience, stating, “Arenso brings its proven, hands-on expertise of Northern Baltic Sea offshore wind energy to the Saare-Liivi project, laying the groundwork for a technically optimized and competitive wind farm implementation.”

Esa Holttinen, Business Director at Arenso, noted, “Utilitas Wind, as a leading wind energy player in the Baltic states, is a strategically important customer for Arenso. The agreement is also a ground-breaking step in importing Finnish knowhow to offshore wind projects globally.”

The first stage of the Saare-Liivi Offshore Wind Park will see the installation of approximately 80 turbines, marking a significant step in the expansion of in the Baltic region.
