The Netherlands Enterprise Agency (RVO) has announced that the next offshore wind permit round will take place in September 2025. The upcoming tender will feature three sites: IJmuiden Ver Gamma-A, IJmuiden Ver Gamma-B, and Nederwiek I-A, each with a capacity potential of 1 GW.
The permit process for the Nederwiek I-B site is delayed due to proximity to a gas transit platform, with ongoing research into the logistics of helicopter access for the platform. In September 2023, the sites at IJmuiden Ver Gamma and Nederwiek I were split into four 1-GW zones to mitigate financial risks for developers.
The 2025 round will place a stronger emphasis on environmental considerations. For the Nederwiek I-A site, developers will earn points for mitigating the impact on nature and for innovations that can strengthen marine ecosystems. In contrast, the IJmuiden Ver Gamma sites will prioritize the integration of electricity into the onshore energy system, particularly through promoting demand for electricity in South Holland.
Feedback on the draft ministerial orders will be collected from developers and stakeholders between November 22, 2024, and January 2, 2025, with the final regulations expected in March or April 2025.
