The Polish government has approved an amendment to its offshore wind act, introducing a differentiated pricing mechanism for offshore wind auctions based on project location.
The new approach, developed by the Ministry of Climate and Environment, allows the responsible minister to set varying maximum prices for the second phase of offshore auctions, considering factors such as geophysical conditions and the distance from shore.
Previously, a single price was applied across all areas and auctions. In October, the price for the second phase was raised to PLN 512.32 (USD 125.39/EUR 117.97) per MWh, up from PLN 471.83.
The new amendment recognizes that diverse characteristics of tendered areas affect construction and operational costs, enabling a more accurate pricing structure that reflects these variations.
The change aims to minimize costs for end consumers while supporting the efficient development of offshore wind projects in Poland. In line with this, the environment ministry has successfully negotiated with the European Commission to increase Poland's offshore wind auction capacity to 12 GW for the 2025-2031 period, up from the previously planned 5 GW. The auction capacities for 2025 and 2027 are set at 4 GW each, with 2 GW allocated for 2029 and 2031.
