Clenera Holdings LLC, a US subsidiary of Israel’s Enlight Renewable Energy Ltd, has signed a 20-year power purchase agreement (PPA) with Arizona Public Service (APS) for its Snowflake A solar-plus-storage project near Holbrook, Arizona.

The agreement covers 600 MW of solar capacity and 1,900 MWh of storage, with APS procuring energy under a busbar fixed price PPA.

The Snowflake A project is currently in the final stages of pre-construction permitting. Enlight expects the project to reach a ready-to-build phase by Q3 2025, with commercial operation beginning in mid-2027.

The PPA terms allow Clenera to terminate the agreement without material penalties if specific permits are not acquired by March 1, 2025.

Snowflake A represents the first phase of Enlight’s Snowflake complex, which will eventually add a second phase with 650 MW of solar and 2,100 MWh of storage.

This expansion aligns with Enlight’s “Connect and Expand” approach, designed to leverage existing infrastructure, reduce project costs, and minimize construction risks.
