The Bureau of Ocean Energy Management (BOEM) has announced the commencement of the environmental review process for a proposed 2430MW offshore wind energy project off the coast of Massachusetts. This significant development comes as BOEM publishes a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for the Construction and Operations Plan (COP) submitted by Beacon Wind.
Equinor Renewables Americas president, Molly Morris, expressed satisfaction with the progress, stating, “We are pleased that the Bureau of Ocean Energy Management has announced its Notice of Intent (NOI) to prepare an Environmental Impact Statement for Equinor and BP's Beacon Wind project.” Morris further emphasized the significance of this milestone for the project, as it initiates a public review period that will provide valuable feedback and shape the project's future.

The Beacon Wind project is expected to generate enough renewable energy to power more than one million homes in New York, making a substantial contribution to clean energy and reducing carbon emissions. Additionally, the project is set to stimulate economic growth in the region, becoming a significant driver of development.
Equinor Renewables Americas also anticipates the potential of Beacon Wind 2, which has the capacity to power over a million additional homes in the United States once contracted. The company remains committed to collaborating closely with federal officials, state regulators, and various stakeholders as they work towards advancing one of the largest offshore wind projects in the country.
BOEM director Elizabeth Klein highlighted the agency's dedication to achieving the administration's ambitious energy goals while maintaining a diligent approach in mitigating any adverse impacts on ocean users and the marine environment. To ensure an inclusive process, BOEM seeks input from tribes, government partners, the fishing community, and other ocean users, valuing their insights to inform the project's progress.
The lease area for the proposed wind energy project is located south of Nantucket, Massachusetts, and east of Montauk, New York. If approved, the development and construction phases of the Beacon Wind project are expected to support an estimated 6491 jobs, providing a significant boost to the local economy.
The project proposal outlines the construction and operation of two wind energy facilities, namely Beacon Wind 1 and Beacon Wind 2, with a combined capacity of at least 2430MW. The project envisions hosting up to 155 turbines, along with two offshore substation platforms and two offshore export cables. The cables are planned to make landfall in Astoria, New York, and Waterford, Connecticut.
As part of the regulatory process, the NOI for the Beacon Wind EIS has been published in the Federal Register on 30 June 2023. This marks the commencement of a 30-day public comment period, providing stakeholders and the general public with an opportunity to voice their opinions and concerns regarding the proposed project. To facilitate engagement, BOEM will conduct two virtual and two in-person public meetings during this period, ensuring a comprehensive review process.
The initiation of the environmental review signifies a significant step forward for the Beacon Wind project, bringing the United States closer to expanding its offshore wind energy capacity and driving the transition towards a cleaner and more sustainable energy future.
