BOEM Publishes Draft Environmental Impact Statement for 2.8GW Wind Energy Projects off New Jersey Coast

The Bureau of Ocean Energy () has taken a significant step towards the development of renewable energy by releasing the draft Environmental Impact Statement (EIS) for two major wind energy projects off the coast of . The projects, collectively known as the Atlantic Shores South Wind Project, are set to have a combined capacity of 2.8GW.

Atlantic Shores, a prominent player in the renewable energy sector, has submitted a comprehensive Construction and Operations plan (COP) for the development of two wind energy facilities along with associated export cables on the Outer Continental Shelf near New Jersey. The proposed sites, named Atlantic Shores Offshore Wind Project 1 and Atlantic Shores Offshore Wind Project 2, are expected to bring substantial clean energy benefits to the region.

The publication of the notice of availability for the draft EIS in the Federal Register on May 19, 2023, marks the beginning of a 45-day public comment period that will run until July 3, 2023. This provides an opportunity for stakeholders, including government agencies, environmental organizations, local communities, and individuals, to voice their opinions and contribute valuable insights that will shape the final EIS.

BOEM Director Elizabeth Klein expressed the agency's commitment to collaboration and environmental stewardship, stating, “As BOEM moves forward with our environmental reviews, we are committed to working with Tribal nations, government agency partners, lessees, environmental organizations, local communities, ocean users, and others.” She emphasized the importance of collective efforts in establishing a robust offshore wind industry that benefits American communities through job creation and the production of clean, reliable, domestic renewable energy.

The comprehensive proposal put forth by Atlantic Shores includes plans for up to 200 wind turbines and the construction of up to 10 offshore substations. Subsea transmission cables will connect these facilities to the mainland at one or both of two potential locations in New Jersey, namely Atlantic City and Sea Girt.

The draft EIS for the Atlantic Shores South Wind Project can be accessed on BOEM's official website. This comprehensive document provides an in-depth analysis of the potential environmental impacts associated with the projects and outlines various mitigation measures that will be considered in the final decision-making process.

Project 1 of the Atlantic Shores South Wind Project has already received an Offshore Wind Renewable Energy Certificate award from the . This award guarantees the project a capacity of 1510MW. Atlantic Shores is also actively seeking a second power offtake agreement for Project 2, which aims to generate 1327MW of clean energy.

BOEM will utilize the valuable insights and feedback received during the public comment period to inform its decision on whether to approve the Atlantic Shores South Wind Project COP and, if so, what specific mitigation measures should be implemented.

Josh Kaplowitz, the offshore wind vice president of the (ACP), commended the Administration and the industry for their commitment to constructing clean power solutions while ensuring environmental protection. He highlighted the rigorous environmental reviews that offshore wind farms undergo and appreciated BOEM's thorough and inclusive process. Furthermore, he acknowledged the economic benefits that the construction and operation of offshore wind farms bring to the region.

The release of the draft Environmental Impact Statement (DEIS) for the Atlantic Shores South Wind Project and the subsequent call for public comments signify a significant step towards advancing the clean energy transition and achieving a sustainable future for America. The development of offshore wind energy not only contributes to environmental conservation but also holds immense potential for economic growth and job creation.
