The project is situated in a near-shore floating photovoltaic (FPV) zone within the Changbin Industrial Park, located in Changhua county, Taiwan.

The Changbin 3 and 4 projects, totaling 192MW, commenced construction in October 2022 and achieved the first Commercial Operation Date (COD) in October 2023. Spanning over 171 hectares of water surface in the protected intertidal area, the projects encompass several large arrays.

Acknowledging the region's formidable environmental challenges, including twice-daily tidal changes and occasional typhoons, the FPV project design has meticulously factored in these aspects.

“For this large-scale floating project, Ciel & Terre Taiwan has collaborated with a consortium of Taiwanese suppliers for the design of the FPV plant and anchoring system, float manufacturing and supply, and construction support for EPC works related to the Hydrelio floating platform assembly,” said George Wang and Bess Chang, Project Managers of Changbin 3 and 4 at Ciel et Terre Taiwan.

“Three engineers are stationed on-site to provide assembly training and inspection to ensure that all Hydrelio parts and anchoring connections are correctly mounted,” they added.

The entire FPV project is set to reach approximately 440MW, with Changbin 3 and 4 extending the initial Changbin FPV project established in 2020 within the same vicinity.
